			<content:encoded><![CDATA[<p>Voters in Peoria may be asked to consider keeping or discarding the current Cumulative Voting system now in place for electing Peoria At-Large Councilpersons.</p>
<p>2 public forums were held. Highlights of the RiverWest Forum held November 2 will be shown on CAPtions, Wednesday Nov. 9 at 7 pm, later at Midnight; and Sunday, Nov. 13 at 5 pm, on Comcast Cable 22.</p>
<p>Dr. Larry Aspin, Political Science Department chair at Bradley University, presents results of a study determining whether cumulative voting has helped increase minority representation on the Peoria City council.</p>
<p>Pat Landes presents different examples of District maps for the City of Peoria, which would take effect in 2012. The moderator of the forum is Brad McMillan, executive director of the Institute of Principled Leadership<br />
in Pubic Service. The 1-hour broadcast also includes questions and comments from the forum audience.</p>
<p>The City Council will hear a report on the survey results and studies on November 15th. A vote to put the issue on a ballot for March 2012 could be made then.</p>
<p>The entire 1-hour 25-minute forum can be seen in 15 minute segments on YouTube. Just do a search of &#8216;pcceopeoria&#8217; to find the segments. These segments will be on YouTube<br />
by Tuesday night.  </p>

<p>CAPtions next week will discuss education being a key<br />
to success, whether you are a young child or a young adult.</p>
<p>In the first segment, host Andre Bohannon interviews PCCEO<br />
staff from the Early Head Start and Head Start programs.<br />
Information about those education/family oriented programs<br />
is discussed, along with activities planned for October, which<br />
is National Head Start Awareness Month.</p>
<p>Rounding out the hour is a new bi-monthly segment from<br />
Illinois Central College&#8217;s Harvesting Dreams program.<br />
Host Morri Douglas, 2011 ICC Student of the Year &amp;<br />
WAZU 90.7 FM Radio host welcomes guests Dr. John Erwin, ICC<br />
President, Dr. Rita Ali, Director of Diversity, Agbara Bryson,<br />
founder &amp; director of Harvesting Dreams, and Rodney Blue,<br />
Minority Outreach Coordinator at Carl Sandburg College.</p>
<p>Topics include why Dr. Erwin created the Department of Diversity;<br />
the purpose of Harvesting Dreams in helping African-Americans,<br />
especially males not only succeed, but change their mindset from<br />
negative thoughts and actions to positive ones. Harvesting Dreams<br />
has been such a success, other institution such as Sandburg is<br />
copying the model for students at their college.</p>

Wednesday, October 5th at 7 pm and later at Midnight on Comcast<br />

<p>We have all heard about, and perhaps seen people with<br />
LINK cards at grocery stores, and wonder how they are<br />
able to purchase more expensive food, drive a nice car, etc.</p>
<p>Unfortunately, there are many myths about food stamp recipients<br />
and the SNAP program, and CAPtions will reveal some of those<br />
in next week&#8217;s edition.</p>
<p>Brittani Evans, SNAP Outreach Coordinator for McLean County,<br />
and a PCCEO staff person, brings out the truth on food stamps<br />
and LINK cards. One myth is that LINK users buy too much junk food.<br />
According to Evans, studies have shown that LINK users&#8217; spending habits are the same as non-LINK users. </p>
<p>In the second segment, host Andre Bohannon welcomes Barb Shreves, Peoria Area Food Bank manager. Topics include hunger, increased use of food pantries and a unique collaboration to provide food backpacks to children.  Other guests include Linda Davis of Walmart, and Jessica Bell of the Greater<br />
Peoria Boys &amp; Girls Club. All 3 units join together in fighting childhood hunger.  </p>

Topic of Cable Broadcast</p>
<p>With the recent tragedy of a sleeping young child being killed by<br />
a gunman, along with other gun violence plaguing our neighborhoods<br />
CAPtions looks at the issues of the mindset of those who seem to<br />
think the only way to solve problems is with a gun.</p>
<p>Peoria Police Chief Steve Settingsgaard gives us an update on<br />
the case of Albert Billups, who was shot during a drive-by shooting<br />
in the East Bluff last week. This was accompanied by other gun<br />
violence, some that may be related. Host Andre Bohannon and<br />
Settingsgaard discuss how neighbors need to get to know each<br />
other, and know which neighbors are friendly…and which are suspect.</p>
<p>The 2nd segment features an interview with Harvesting Dreams, a successful program at Illinois Central College, that is turning around Black Males as far as life choices and education. One participant graduated college this past spring<br />
and was named &#8220;Student of the Year&#8221;…but more importantly his son graduated with him. Other guests include another graduate who spent<br />
two prison terms before Harvesting Dreams helped him change his mindset around. The recent violence is also discussed.   </p>

<p>&#8220;Remarkable Times for Young &amp; Old&#8221; is the topic of next week&#8217;s<br />
CAPtions Cable TV show, Peoria&#8217;s longest-running TV issues program.</p>
<p>The 1st segment is the 4th edition of &#8220;Remarkable Times&#8221;, produced<br />
in partnership with Peoria Public Schools District 150. Dr. Grenita Lathan<br />
provides information about the upcoming school year, while Chris Coplan,<br />
Marketing &amp; PR Director, interviews several principals on changes in<br />
their respective school. Also, a video tour of the renamed &#8220;Woodruff<br />
Career &amp; Technical Center&#8221; provides viewers the many changes at<br />
that facility.</p>
<p>The 2nd segment includes 2 board members from the Central Illinois<br />
Agency on Aging. Topics include continued support for elderly citizens,<br />
which is growing in population; various services of CIAA, and information<br />
about their upcoming annual Golf Tournament that raises funds for CIAA.<br />

<p>Our Savior Lutheran Church welcomes any and all those who think they<br />
can be a &#8220;Trivia Champion&#8221; at the OSLC Trivia Contest on Sunday, August 7 at<br />
6:00 pm in the Church Fellowship Hall.  </p>
<p>Gather up your winning team of smart friends, and &amp; brush up on your trivia!!<br />
Donations are $10.00 per person, we&#8217;re looking for teams of 8 people, but will<br />
put you on a team if you don&#8217;t have one. Trivia Meister Bill Fleming has<br />
his list of trivia questions ready for any challengers.</p>
<p>Refreshments will be provided, but you are welcome to bring a snack to share.</p>
<p>Proceeds go to Carol&#8217;s House of Hope, a shelter for women. Thrivent<br />
Financial will match 50% of the amount raised. </p>

<p>The issue of bloggers and blogging will be examined next week on CAPtions. Guests include 2 local bloggers, C.J. Summers and Billy Dennis. Topics include general information about blogging; commentary on various local media and current issues&#8230;including how some issues get blown out of proportion. </p>
<p>Also included in an interview with Steve Fairbanks on the upcoming National Night Out Against Crime.</p>
<p>CAPtions will air on Sunday, July 24th at 5 pm;  Wednesday, July 27th 7 pm and later at Midnight on Comcast Cable 22. It will be available on YouTube by July 29th. Host is Andre Bohannon.</p>
